From your description, I understand the issue to be: you can not open PDF

Basically, this problem occurs because the attachment type is not
recognized by the operating system and OWA forces the user to save the
attachment to the hard disk. This behavior is a new design change in
Microsoft Exchange Server Service Pack 2 (SP2) and later versions so that
a
user does not automatically open potentially damaging attachments.
To work around this problem, use one of the following methods:
1. To open an attachment in OWA, right-click the attachment and then click
Open in New Window.
Note: If you open an attachment type that is unknown in OWA, the
attachment
may contain a virus or malicious code that can damage your computer or the
computer network.
2. Send the attachment from OWA, and then open the attachment in OWA. OWA
can recognize the file type if it is also sent from an OWA user.
3. Make no changes to the workstations and apply the following changes to
the server:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeWEB\OWA
- remove "application/octet-stream" from the Level2MIMETypes value
- add "application/octet-stream" to the KnownContentTypes value
- restart the Microsoft Exchange System Attendant
IMPORTANT: The security impact this could have as it will allow users to
open all unknown attachment types.
